Hidden camera allegation triggers police investigation
The Horsham Rural City Council have vowed to work with people affected by an alleged security breach at the Horsham Town Hall.

Mayor Brian Klowss stated that the council was cooperating with Victoria Police following the discovery of a hidden camera in a dressing room.
He explained that detectives carried out search warrants and took mobile phones, computers, and storage devices for forensic checks.
“VicPol’s investigation is ongoing as they work to identify people and organisations that may have been impacted by the alleged breach,” the mayor said.
“As this matter is currently subject to an active investigation, we are limited in what we can say.
“However, what we can say is our focus right now is on supporting people and assisting the police.”
Cr Klowss said the council recognised the “distress and concern” the incident may have caused in the community, particularly performers, visitors or staff.
“We extend our sincere apologies to those people,” he said.
“Horsham Town Hall is a place where our community comes together, and we want everyone to feel safe and respected.
“Our priority is the wellbeing of those who may be affected.”
Cr Klowss said the council learned of the alleged breach on April 1 and immediately reported the matter to Victoria Police.
Detectives launched an investigation, including an inspection of the Town Hall, on the same day.
“From the moment we were made aware of the alleged incident, we took action to prevent any further risk,” the mayor said.
Cr Klowss said key areas within the Town Hall were checked and cleared by officers the same day they were notified.
Performances and events scheduled at the Town Hall were cancelled or rescheduled.
Ticket holders and affected patrons were contacted directly with updated arrangements, including rescheduled dates and next steps.
Victoria Police urge anyone who may have used the dressing rooms during performances to contact Crime Stoppers on 1800 333 000.
The council also established a dedicated email service as a single point of contact for enquiries (HTHquestions@hrcc.vic.gov.au).
“We are also fast-tracking plans to safely restore full operations at the Town Hall,” Cr Klowss said.
“We will continue to share confirmed information with the community as it becomes available.”
